Building Control fees on a self-build KDR

Local Authority Building Control fees for a single new replacement dwelling typically run £950 to £1,800 inc VAT, per the authority's published schedule. Approved Inspectors quote broadly the same. The Building Safety Act 2022 HRB regime (18m+ or 7+ storeys) does not apply to single dwellings.

LABC vs Approved Inspector

Two routes[LABC]. Local Authority Building Control: fee schedule set per authority, generally £950-£1,800 inc VAT for a new dwelling. Approved Inspector: private-sector regulator, fees quoted per project, often slightly lower but with more variable service quality. Both must register and accept the work; both can sign off.

Building Safety Act 2022

The new HRB (Higher Risk Building) regime under the Building Safety Act 2022 applies to buildings 18m+ or 7+ storeys containing at least 2 residential units. A single replacement dwelling, however large, is not an HRB. The Gateway 1, 2, 3 process does not apply.

Mandatory inspection stages

Foundation excavation (before concrete pour); damp-proof course; drainage (before backfill); structural frame; insulation and air-tightness; completion. Failed inspection means a rebuild of the offending element at the contractor's cost. Inspections book 48-72 hours ahead; missed inspections push programme.

Completion certificate

The completion certificate issued by LABC or the Approved Inspector is the trigger for VAT431NB submission (DIY route, 6 months from certificate date), self-build mortgage final drawdown, and home warranty activation.
