Local detail
Welsh planning policy is governed by Future Wales: the National Plan 2040, supplemented by Planning Policy Wales (PPW), and local Local Development Plans. Cardiff and the Vale of Glamorgan have separate LDPs. Replacement-dwelling policy follows PPW and is broadly aligned with NPPF principles.
Land Transaction Tax (LTT) replaces SDLT on plot purchases in Wales; the higher residential rate plus 4% additional-property surcharge applies on second-home purchases. Welsh Building Regulations now diverge from English (Part L 2022 Wales currently in force).
