Local detail
Inner London (zones 1-2) commands a further 15-25% premium on top of the BCIS regional multiplier for site access, parking suspension fees, and contractor specialism. Outer London (zones 3-6) typically tracks the headline multiplier.
The London Plan and the borough Local Plan both apply. Borough CIL ranges roughly £40-£250/sqm of net additional GIA; Mayoral CIL adds £25-£150/sqm on top (Mayoral CIL2 schedule 2019, indexed annually). Self-build exemption Form 7 wipes both.
